At the same time the company said it has a record number of open positions and expects total headcount to grow over time, redirecting spending toward engineers and sales roles rather than oversight functions.

Critics and some analysts cautioned that the cuts fit a more traditional efficiency program. They point to an operating loss, shrinking margins and high infrastructure costs after a roughly 40% headcount increase over the prior two years as concrete financial pressures that complicate the AI-driven narrative. Prince also highlighted a roughly 600% jump in internal AI usage over three months and said that AI has allowed managers to oversee larger spans and to automate expertise. Critics counter that increased AI use is not, by itself, evidence that the specific compliance, audit or revenue — recognition tasks performed by measurers have been fully automated; the company has not provided detailed examples showing AI wholly replacing those functions.

For builders and sellers, the practical implications are clear: Cloudflare intends to concentrate hiring and investment on product and sales productivity, arguing engineers and salespeople will be augmented by AI. For observers, customers and regulators, the near-term test will be whether the company can demonstrate concrete AI workflows, measurable automation of oversight functions and margin improvement while maintaining compliance and internal controls.
